Blizzard doesn't bypass accuracy check in Hail

Summary of Bug:
What you were doing at the time: Training in Mysterious Jungle
Where you were in the game/menus: I was making my to the stairs, Hail was active on the floor already from Abomanow’s snow warning.
What happened: A Yanmega used Double Team and when my Froslass had used Blizzard the Yanmega evaded the attack. When used in Hail Blizzard should bypass accuracy check entirely.

Perhaps Thunder is affected as well. I’m honestly surprised to see this, I’ve never seen it miss in hail before. Even if they used double team or even minimize before. Perhaps it’s just a really really small chance to miss regardless?

OS/Version: Windows 10 Home - Version 1803

Expected Result: Set up hail and Blizzard never misses.

Actual Result: Set up hail and Blizzard misses after something has boosted it’s evasion.

Steps to reproduce:

  1. Enter floor with either Snow Warning or use Hail
  2. Enemy Pokemon raises it’s evasion by some method
  3. Use Blizzard and it misses.
