As brought up in-game, the addition of warps between arenas could give incentive to actually use the non-exbel ones with arguably better rulesets that never see any use due to their location.
As to not replace fly for their respective regions, each could require completion of the corresponding dojo to unlock, unlike fly which typically only requires the dungeon to access that region be cleared.
