How do people have Kabuto if Dome Fossils aren’t even in the game?

Kabuto isn’t recruitable anywhere, nor is the fossil released. So what gives? Are you too lazy to put it in? Or did you overlook that one detail? Whatever it was, please add Kabuto back into the game.

Kabuto is recruitable in Crystal Ruins, that’s where I got mine at least.

Kabuto has been available for almost the whole lifetime of PMU, before any other fossil Pokemon. Dome Fossil is buried in CR.
