No, it is not. Or rather, it is.
Girl fan service isn’t the same as boys’, in which it is “a lot of big things and kawaii girls”, and for girls it’s mostly cute boys, not just muscles, but their friendship and relationships. That’s why girls prefer Shounen-Ai mangas and animes over yaoi.
