So, there was a small discussion in-game regarding updating our current move tutor to Gen 6, which got me thinking about how, as we progress through generations, there are moves that Pokemon become unable to learn. So, my suggestion is to create a new move tutor that would teach transfer only moves (moves that the corresponding Pokemon could learn in previous generations).
Among other things, this would widen the possible movesets of many Pokemon. One point in particular to consider is that this would enable a larger selection of ‘refreshers’, which are all but a necessity in this game, despite the small group of Pokemon able to learn the move Refresh.
As per usual, with new move tutors comes a new currency. I won’t get in to the logistics of this, but from my perspective, the rarity of it would be somewhere between shards and Heart Scales.
so this would only widen the arrangement from… gen 3?
this would give many pokemon an easier access to rock slide and substitute and would lower the price of these TMs to very low amounts.
this wouldn’t be gamebreaking by any means, but I just feel like it’s a “why not?” option that isn’t necessary(although I’d want it)
PS: this wouldn’t increase the amount of refreshers b/c a lot of them get it from purification in the side game Pokemon XD Gale of Darkness and the move is not listed in the tutoring move(unless we’re implying event/side game data moves are added to this collection)
Actually, Pokemon from Gale of Darkness can be transferred to the main games, which is why I noted that it would be moves that the Pokemon can have in the current generation, but only by transferring.
Also, it would not make those moves you stated easier to get. Maybe I didn’t elaborate enough, so my bad on that part - this would only stay true for moves that the Pokemon cannot learn through other ways, meaning that if the Pokemon can learn Substitute through TM, it cannot learn it through the tutor (at least, this is what made the most sense to me). This is a bit finicky, but is the most apt way of implementing it, in my opinion.
considering the move refresh isn’t eligible by tutor and is labeled as a special exclusive move i don’t see why it’s necessary to put it into the old move tutor other than the reasoning “we need more refreshers”(and if we did that won’t we have to include ALL the special exclusive moves from earlier generations? if so welcome my new overlord extremespeed linoone and surf pikachu)

If it were my decision, all Pokemon would be able to learn Refresh, since it’s such an integral move, yet there’s such a limited selection of Pokemon that can learn it. I’ll admit that this was a large part of the suggestion.
My point about being able to learn it by TM was that if the Pokemon can learn it through other means in Gen 6, it wouldn’t learn it through the tutor.
ehh yeah I’d like to see more refreshers for more variety purposes but i’d probably just use the same one i’ve been using for a while, so…
if substitute, rock slide, etc aren’t going to be there then this suggestion would be even more of a “why not” thing because of the fact that basically every selectable move there is kinda useless or outclassed(or in BW2 tutors) except for a certain few(ominous wind, softboiled, heal bell are the top picks that come to mind)
not that I’d not like to see this happen(i wonder if we could even get old TMs in this thing too, heh), i like the idea in general
What moves are really important that not enough Pokemon learn, including refresh? (I imagine a bunch of healing moves.)
It might be better to integrate a special way for those moves to get wider use than to retcon an entire generation’s move tutor. Might seem strange but if it’s limiting entire parties to specific Pokemon too much, deviating from the handhelds a little might be beneficial to the game.
