In Tanren Underground, you have a chance of finding a rare spawn such as Drilbur or Roggenrola. But why should this just be exclusive to the Underground? We can have other spawns within each region, with maybe Pokemon exclusive there or not?
Lillipup could be added into the Overworld spawn for Exbel (When the sprites get fully added), and maybe a rare Swablu or Ledyba.
For Winden, there isn’t many other Pokemon that can be added that aren’t ice, nor new. Swinub could be added as a spawn, and maybe Sneasel.
For Tanren, Tauros can be added as a rarer spawn.
For Archford, there is a number of Pokemon that can be added. Aipom, Exeggucute, and maybe various non recruitable Pokemon of some Pokemon in the dungeons. Victreebel, Sudowoodo and Trevenant can be added as non-recruits too.
