The staff have stopped caring about PvP aspects of moves and, honestly, pretty much nobody cares about the arena either. I think cooldowns and hitfreezes are fine as they are now. Let’s go over your suggestions.
All AOE moves larger than 3 tiles banned
On the arena, they’re already frowned upon.
All single tile moves should have a low Cool down and no hit freeze
Pretty much all of them have default cooldown and no hitfreeze.
2 tile spray move should have no hit freeze but a medium duration cool down
That’s how they are now.

Just no. Status moves shouldn’t have either? Now that’s just silly. They’re the most OP, huge AoEs aside.
Also keep in mind that AoEs with range 2+ have .75 damage multiplier, 3+ have .75 acc multiplier AND the damage nerf. 3+ sprays have .8 damage and acc multiplier.
I agree with your input on how Staff should edit the NPC/Arena battling. But I also think that the Staff have done a good job as it is, despite the occasional lag. (Which staff can’t control to a certain extent)
It’s a good suggestion but I do not see a place for this within PMU. While this makes moves for fair, it also makes them unsuitable for PvP usage which is what you are suggesting this be implemented into. If the restrictions are implemented into all of PMU, it would make dungeons exceptionally difficult, especially getting out of tough spots.
His suggestion would make moves more “fair”. In other words, a player with an EiF move will actually stand a chance against a player using an AoE or LoS.
Isn’t it already fair though? I mean these moves aren’t exclusively for specific players, anyone can use em. If someone chooses to use something in a less effective manner than isn’t that on them?
